Some way to force a feature service to provide *actually* current data? "Don't cache" isn't reliable

The layers I work with are hosted in a feature service and are updated regularly so I have a fairly constant need to reference whatever is currently in the database. In the beginning I would use the "clear cache" option in the layer properties box but that's tedious to do regularly for a handful of layers so I switched to the "don't cache any data locally" option which works most of the time. Over time that option has proved a point of contention as I and another co-worker could be looking at the same data source and they won't match up because one of our maps/layers is not truly updated. I've found I can usually force it to "truly" update if I turn caching back on, clear cache, and flip it back off but sometimes I have to resort to re-starting ArcPro to get the current data.

Is there something else I can do to force Arc and/or the feature service to provide the correctly updated data and not what seems to be some slightly-out-of-date cached version?
