Snapping not working when creating features

Hello,

I am trying to create a new polygon shapefile and snapping is not working onto any other feature (I have snapping turned on). There is a blue circle below my cursor which I think this is attributed to as it only happens when that is there.

That looks like ArcMap, which has its own board: https://community.esri.com/t5/arcmap-questions/bd-p/arcmap-questions

It looks like you have Classic Snapping turned on:

Turn it off, or set your Snapping Environment appropriately:

Hi Scott,

See the blue circle below the cursor. This is only there when I am in an editing session.
