Is there any way to set a reference scale for a particular layer, as opposed to for the entire map?
In my particular use case, I want the labels for a polygon layer to lock in at a reference scale, but have the point icons for the rest of the map remain dynamic.
Any ideas?

Hi Paul,
I can think of two ways:
1) set a Map reference scale, but uncheck "Scale symbols when a reference scale is set" in the Layer Properties for the layers that you don't want to use the reference scale (mentioned here: Map reference scales—Properties of maps | ArcGIS Desktop ).
2) Instead of using a reference scale on the map, convert your labels to annotations - https://pro.arcgis.com/en/pro-app/help/mapping/text/converting-labels-to-annotation.htm. Take note from the help: "When you convert labels to annotation, the annotation reference scale for the new feature class is taken from the map reference scale if set. If the map reference scale is not set, the annotation reference scale for the new feature class is taken from the current map scale"
