Set anchor point for rotating a line or polygon?

Does anyone know if it's possible to choose the vertex I want to use as an anchor point to rotate a line or polygon?

For example, in this picture I'm using the Rotate tool and it's rotating around the center of this line segment. I'd prefer to rotate it using one of the ends as the center of the rotation. Is this possible, or should I put in an Idea for it?

Hold control, then click on the vertex. You can move the handle anywhere you like! Same goes for moving and scaling tools.
