Select tool unavailable from QAT in Pro3.6

Since updating to Pro 3.6, every now & then the Select tool that I have added to the Quick Access Toolbar is unavailable to use in a map. 
It will be greyed out when it should be available for use:

As soon as you select the Map ribbon tab it will become available.

It is possible that you need to add a different select tool to the Quick Access Toolbar. I have found in the past that when I went to add a clear features tool, it often will not become available. When you search for the tool to add, there are multiple clear features tools to choose from and they are for different situations. It is not always clear for which aspect of pro the tool refers to. Clear feature from map, clear attribute value etc

It has worked reliably for many Pro versions - this behaviour only started with 3.6

I'll check if 3.6 has introduced a new tool. Another undocumented 'feature'...

To add - having tools go inactive seems to have started with 3.5.  I have mentioned the same type of behaviour with other tools under a 3.5 thread. As I use this tool a lot, it warrants a post of its own.
