Segmentation of points layer with sorting by fields and range

I am trying to analyze a point layer by street field value and date field value with a sequence up to a specified range,
To locate a sequence of 10 points that are in one street and within a defined radius and occurred within a year,
Looking for a tool or way to do that with ModelBuilder
