Saving default snapping settings for layout

I have a layout, which users access exclusively through a task. 

It is desirable to have all snapping OFF by default when the layout opens.

So far, I have not been able to save the snap settings in the off state for the layout.  Whether it is opened manually or with the task, the snapping is always turned on when the layout opens....despite varied attempts at saving the project with the snapping turned off.

Snap settings for layouts are not available in the Task Editor.

Is there some way to do this that I'm missing?  Users are unlikely to have any use for snapping, and it actually is kind of a nuisance if it is on.  The spacebar can be held down to suspend snapping, or they can turn off snapping with the button below the layout view....but this shouldn't be necessary.  I just want it OFF.

(I am currently using Pro 2.6.)

Any input would be appreciated.

Thank you for your feedback.  I was able to reproduce the snapping toggle behavior for layouts.  It does get persisted for maps / feature editing.  I put in a bug to address this issue.
