saving a georeferencing project does not appear to save control points?

I added about 40 control points to a georeferencing project and then saved it but when I re-loaded it all my control points were lost. I can import and export control points from the control points table but whereas I can save a project with keyboard shortcuts (Ctrl + S) it doesn't seem like I can export control points with a keyboard shortcut.

Maybe ArcGIS is saving the control points and I just have to restore them somehow? Or is there something I'm missing?

I'm using ArcGIS Pro 3.0.

Georeferencing tools—ArcGIS Pro | Documentation

under Save

Export Control Points

Save the control points to a georeferencing text file.

Note:
Saving the ArcGIS Pro project does not save the current state of a georeferencing session. Export your control points before you close the project.

... sort of retired...
