Right Click to Pan?

Is there a way to change the default result of a right-click?

Instead of zooming, I would like it to pan.

Enable panning gestures—Assists with navigation when panning maps, scenes, and layout views. When you click and release the mouse, the application assists in navigating toward the direction the mouse was released, like a push or pull to glide in that direction. This option is checked by default. If you uncheck this option, the assistance is not provided.

There are no settings in the Project options that I can see

I was looking in the navagation options too. My hopes were up when I saw you could pick if it zooms in or out when you scroll forward. But nothing for right click panning. Oh well.
