Using Arc GISPro 3.0

Red Exclamation besides base map when starting a new project. Screenshot shown.

Tried installing and uninstalling several times. Shouldn't be a credit issues as I downloaded the software onto my laptop from Penn State.

Are you connected to EduRoam when this happens?

A few workflows to remedy:

Log out of the EduRoam portal if that's what you're in, set ArcGIS online as your active portal, log in there, THEN log out of the ArcGIS Online portal, set the EduRoam portal as your active portal, sign in and try to add a basemap layer.

Second thing to try is deleting the files in your MapCacheV1 folder located in your C:\Users\<user_profile>\AppData\Local\ESRI\Local Caches path.

If you're an administrator to your ArcGIS Online account or ArcGIS Enterprise portal, go to Organization>Settings>Maps>Under the basemap gallery, uncheck the box next to "Use Esri vector basemaps in supported ArcGIS apps."  What is the result?

Hi Robert, I do not have EduRoam or portal, I have cleared my MapCacheV1 folder under the path you suggested, I do not have an option to check/uncheck anything about vector basemap support in apps so I couldn't run through that process, and still my basemaps all have red exclamation points next to them. I can't easily create map products for my clients without the basic foundational element of a pre-curated basemap.

Nevermind, I figured this out. I work out of up to 20 different portal connections in ArcGIS Pro and as it turns out, the one that was connected to my installation and authorization was out of credits! Problem solved for me.
