Python Script for Data Interoperability Ext Error

I'm tring to automate the file conversion process from OpenStreetMap (pbf file format) files into my ArcGIS Pro Project. I have the Data Interoperability Extension from my school (NCSU) and it works within the Geoprocessing Pane in Pro, but will not execute within a Pro Notebook or script within PythonWin. I am doing the same script that is at the bottom of this help page:

I am running ArcGIS Pro 2.9.5 and I am getting an ExecuteError:

Any help here would be greatly appreciated.
