I can't publish to ArcGIS stand-alone server from ArcGIS Pro.
- I can't see the publish option.
- I can't change the connection type to Admin or Publisher... it is dimmed.

This is not supported till Server 10.6.x. Also 10.4 has not been supported for many years; https://support.esri.com/en-us/products/arcgis-enterprise/life-cycle

I would recommend that you upgrade to ArcGIS Server 10.9.1 or newer, then re-test.

 https://pro.arcgis.com/en/pro-app/latest/help/projects/connect-to-a-gis-server.htm#GUID-E3F3174D-389...

Note:

Publisher and administrator connections are supported with stand-alone ArcGIS Server sites at version 10.6 or later. With earlier versions, you can only create connections that allow you to use services. For example, if you add an older server connection that was created in ArcMap to a project, a new server connection file (.ags) with user-level privileges is created in the project's home folder. If you use an older connection by browsing to it from a folder, the connection in your project is automatically downgraded to a user-level connection; however, this change is not saved to the connection file.

Based on the screenshots, it seems that you are connected as a user, not a publisher: https://pro.arcgis.com/en/pro-app/3.1/help/projects/connect-to-a-gis-server.htm#ESRI_SECTION1_CC2062...

Try to make a connection as a publisher.

If possible for testing, can you make an "admin" connection?

I am connected with the siteadmin. I also tried connecting with another administrator account but got the same result.

what is the version of Pro / Server?

Can you verify that the Server is NOT federated with a portal?

Weird that I do not see any options for publishing?

Pro version: latest and 2.6 (on two machines and I've tried both)

ArcGIS Server version: 10.4

I do not have a portal component it is a stand-alone server.
