Problems with Rotated Callout Vertex

Utilizing the strip map feature is common for the maps I make daily.  Because of the nature of these maps I've found it easier to create a sheet specific graphic layers within the layout map frame for each page of the strip map layout.  I'll apply a rotation for these graphics to match the angle of the strip map, but I've encountered a bug with map callouts.  When rotated, the green callout vertex does not coincide with the actual callout point (see example below). You can play with the green vertex to eventually land on the correct positioning, but after a dozen callouts it becomes more than a little frustrating.

Is there a fix for this, or does anyone have any other ideas on how to achieve map callouts that are sheet specific without using graphic layers?
