I thought I was imagining it, but I'm pretty sure this is a real thing. Sometimes, when I activate a map from a layout, I do not get the option to select graphics within the active map. Sometimes, I do. It is off and on and this started with 3.4. The first image below is from a layout with an active map. There is no 'graphics' option in the ribbon. There should be and when there is, selecting the graphics within the map is straightforward. I can go to the map and select graphics, but I'd like to select them from the layout to ensure proper placement. Is this an issue anyone else has experienced? Thank you, Randy McGregor

This is BUG-000171618 - "The Graphics contextual tab sometimes does not appear when a map frame that contains graphics layers is activated." It's resolved for ArcGIS Pro 3.5.
