Pro Task Error: Cannot run command assigned to step. It is not enabled

Hello,

I am getting a error when trying to set up the Summarize command in Pro Tasks.

I can do it manually. And when I use the Record tool to set up the command, it works. But when I try to test the task and run it. I get an error saying that it is not enabled.

I have checked selections, active views, layer..etc. and it still does not work. 

I have seen in posts back in 2015 that have experienced the same issue stating that this is a bug. That was 8 years ago and I cannot seem to find a record of such a bug to verify that this has been fixed. 

So has this been fixed or not? If not, where is the bug that has been created for this issue? If it has, why does it not work and what can be done to get it to work?

I'm having the same issues and have been since I first started with tasks almost a year ago.  Sometimes it will work without issue and other times it will throw that same error.  It will work on my end but not a co-workers.  As a "solution",  I've made all of my steps "Optional" So if it fails we can just do the step manually and continue on with the rest of the task.

Found 1 error(s).
Error : Cannot run command assigned to the step. It is not enabled.
You can try to run the command manually by pressing the 'Run' button.
