Pro layout shows blue background and no layers

I have a normal map looks like this:

I switched tabs back and forth a few times doing normal editing and fiddling stuff and end up with this:

I was able to exit without saving, reopen it (the layout was good), then do a save-as and work on that version. After a while the save-as'd version died as well. This is happened once before (long ago, would have been under 2.9-ish) but it was just a simple map so I gritted my teeth and made a new project.

The layers are a mix of shape files and enterprise and file geodb FCs, nothing fancy. Background is (was) one of the stock Esri ones.

This was on the 10th revision of this map, maybe the Project just went corrupt like the old MXDs used to?

Very weird. And definitely not correct behavior! I'm sorry you are experiencing it. 

There is a 3.4 bug where export layouts can result in blank map frames: BUG-000173108 , but we haven't heard of any cases where this occurs while in the app like you are reporting. If you can, I recommend reaching out to technical support. They can troubleshoot, provide information, and get this to the appropriate developers if there is a bug.

This is a little different than that bug.

This happens when the layout view is active (and correct), you switch to another tab (in the same Project), and when you switch back it's all blue. I wasn't actually *doing* anything to the layout. Would this be the same bug?

This definitely sounds like a different bug, although it may be somewhat related.
