So the Pro 3.1.1 arcpy.management.CreateMapTilePackage at hangs, skips levels as it is trying to generate a simple map tile package for a county-wide flood zone layer. The Pro toolbox tool does the same thing at this release as well.
The map and data layer are web mercator, the tiling scheme is 'online' so it can just use the standard esri/google/bing levels of detail. Doesn't seem to matter if I define the extent, or use an aoi - I've tried both.
I developed a 'replace' workflow for my existing hosted tile layers at enterprise 11.0 and Pro 2.9 - both of which worked fine.
