PDF export shows raster outline

When I export a PDF map with raster imagery tiles overlapping, the PDF comes out with an outline of the rasters. See attached screenshot. I have tried adaptive and JPG compression with no luck.

Using ArcGIS Pro v 2.6.3

is this from a mosaic dataset (do you have overviews etc.?), and does it look colour balanced when viewing?

Sometimes having a stretch on the renderer can output stuff like this, or stretch calculated from current display extent.  try it with no stretch at all.

No this is not mosaic. They are aerial imagery tiles of different resolutions. I sit the finer resolution (0.149mpp) over the more coarse tiles (0.299mpp). 

mpp = meter per pixel

When this is done in arcMap or exporting to jpg from arcGIS Pro the overlap is seamless (if the imagery is from the same date)
