On a County Map is there a way to only show labels only if there is data?

I have created a map and inserted counties from the package. The data I have is only for 17 Counties in the attribute table. There are a grand total of 46 counties in South Carolina. Is there a way to only show Labels where there is data attached? I don't want to see labels that have no data in the remaining 29 counties. Looks messy. Ideas?

For the dataset, is there only 17 rows in the attribute table or 46?  If 46, you could create a label class to only label those features that meet a certain criteria.
