Must be using an older version

Near (Analysis)—ArcGIS Pro | Documentation  from Pro 2.6's help

it required an advanced license.  I have an advanced license with 2.9 so I can't tell if it would be disabled for it, but it works for me and the help for 2.9 indicates available at all licenses.

You can go back in time Release notes for ArcGIS Pro 2.9—ArcGIS Pro | Documentation and check previous release notes if you need to know "when"

... sort of retired...
