I have a layer of annotations that are the top most layer in my panel, and my grid layer is the bottom most and for some reason the labels are showing up on top of my annotations. How do I set my annotation layer to be above all else?
Maye change those labels to annotation too and then rearrange the two annotations according to the desired display order.
Hi @Ed_ Unfortunately I can't as this map forms the basis of a couple different layouts at different scales and I don't want to have 10 different grid annotation layers set to different scales. Is there no way to make all graphic layers show up above features?
Are these are the top of the layer ? Can you pull it under the layer ?

Can we check if "Never Remove (Place Overlapping)" has been enabled?
I believe by default your labels should not overlap annotations.
@IanLadd_Tourmaline if "Never Remove (Place Overlapping)" is disabled can we have a look at our weights for labelling / annotations?

We may need to set the annotation barrier weight to high
Barrier weight is set to high and Never Remove is turned off.
