Multiple Values in Excel cell

I have an excel spreadsheet that has multiple parcel numbers listed in a cell that I would like to run a join on in ArcGis Pro. Is this possible? If possible, what format do they need to be entered? Or will I need to split out the spreadsheet so that there is just one parcel number per cell. Below are the spreadsheet headings if that makes any easier to see what I have. In the parcels column are listed all the parcels that are associated with this particular property owner.
