Move Extent Indicator (in the Layout Content Drawing Order) for avoiding label conflicts

Hello! I am creating a layout, with an extent indicator generated from a map extent. The extent indicator is showing over some feature labels I have in the map. see :

I would like the extent rectangle, currently in yellow outline, be UNDER the labels. I am trying to figure out how to do this. I was trying to move the labels (POI Graphics in the screenshot below)  ABOVE the Extent indicator in the Content/Drawing  Order pane, but I cant move anything above the extent indicator, and I cant move the extent indicator LOWER either.

Am I missing something? I really dont want to convert the extent indicator to a graphic, as the extent may change as the maps gets reviewed/edited.

Also having this issue multiple times a week!! I have been converting labels to annotation and manually moving them but they get weird sometimes when I convert them and it's just pretty time consuming. Hoping for an update on this!
