I want to run Moran's I on a dataset but gives me an error saying: 
001420: The number of neighbors for at least one feature exceeds 1000; you may want to change your Conceptualization of Spatial Relationships to avoid the potential of running out of memory.

but im unable to find the Scripts and Weights Utilities in the arc toolbox. Is it under a different name? Can someone help guide me to this please?

It is a script in your installation, for example

 <ArcGIS>/ArcToolbox/Scripts/WeightsUtilities.py.

means

c:/... your arcgis pro install folder ... / ArcToolbox/Scripts/WeightsUtilities.py

Which might be ... in ... C:/Program Files

My path is

C:\arc_pro\Resources\ArcToolBox\Scripts

Where I install ArcGIS Pro in my own folder (arc_pro)

You can edit the *.py file in a text editor like Notepad or Notepad++

I have updated the number of neighbors. How would I save this now from Notepad?

I tried opening via IDLE but I'm unable to save it and gives this error.

Apparently you don't have permission to edit files on your machine, so it must be out of your control (a teaching lab machine???)

The intent is to edit the script, then run the tool, not run the script.  

If you are the administrator of your machine, you can change permissions... if not, you will need to find the person that is.
