In ArcGIS Pro ModelBuilder,, the parameter window does not open. The tool appears in the model, but nothing happens when I try to edit its properties

I’m running into an issue in ModelBuilder where many tools won’t open their parameter dialog after I add them to the diagram.
What happens: I drag a tool (e.g., Select Layer By Attribute, Clip, Intersect) onto the model, but when I double-click it (or right-click → Open), no parameter window appears and I can’t set inputs/outputs.
In reviewing the Esri Support Services cases, I saw a few instances of this behavior. The two workflows that seem to fix this issue were:

Could it be that the form is appearing, but it is right at the edge of the screen and you cannot easily see it ? If you "Open" the Select Layer By Attribute tool, then just press Return (ie with that tool you would be pressing Return to a "input rows" box), does the Input Rows form then appear ?
To @ChrisUnderwood's point, there is BUG-000177355 - "In ModelBuilder, the dialog box pop-ups for some tools open outside the monitor's pixel area range" and was producible in ArcGIS Pro 3.5.0 and 3.5.1. The workaround is to reduce the monitor resolution to 1920x1080 with 100% scaling to restore proper behavior.
