MIssing features in selection

I am selecting features from a feature class using the rectangle select tool. all features are symbolized, the layer is on, visible, and selectable but the tool misses or doesn't select certain features in the rectangle extent. I can't Identify these features either, or select by attributes.

In an earlier such case, I was able to export the feature class to then be able to select those features, but I don't want 50 copies of this feature class.

Update: When I close the project completely and reopen, the selection works as expected. Still wondering what was going on though.

An idea ... check the selection settings of your aprx (project tab/options). See if the "Interactive selection mode" is set to "Partially within." This may have nothing to with the issue since closing the aprx "fixes" the issue. When the issue happens, you could also attempt to select the features using the lasso or the polygon selection option to see if the selection issue is consistent.
