Map Notes not displaying in ArcGIS Pro

We recently made the switch to ArcGIS Pro in our organization and I have run into a problem with the Map Notes feature. Periodically some, or all, of the map notes created stop displaying at certain zoom levels. Most commonly you can see them when you zoom way out but once you zoom back in they are not visible. Sometimes this happens throughout the whole map and sometimes just a section. It can happen in the middle of a session or once someone closes and reopens the project. Sometimes exporting the map notes to a feature class fixes it but sometimes the exported feature class either won't display or only exports a few of the polygons. Has anyone run into this? Any suggestions for me? It's a real problem for us.

Anna, what version of Pro are you using?

Can you adjust the zoom scale in the settings (under General)?

We are on 2.1.0. Unfortunately fiddling with the zoom scale doesn't seem to have any effect.
