Map Animation--text is crisp but map is fuzzy?

I am trying to create a time-enabled animation of point data with dynamic text (based on time) and a static chart. When I export it, the dynamic text and chart are both crisp, but the map itself becomes fuzzy. This seems to be the case regardless of resolution or frames per second. I've been using MP4 format for most attempts; when I switched to AVI both the text and map were fuzzy.

Any suggestions of what else to try?
