Is there a way to keep the Ribbon toolbar from collapsing when double clicking it?
The ribbon can be locked which should avoid any reaction (collapsing, minimization, etc.) to mouse clicks by removing the "check mark" from the "Minimize the ribbon" option.
With that unchecked. double-click on the word "Map", just below your undo button. You'll notice your ribbon still collapses.
That check box doesn't actually lock the ribbon. It just does the same thing as the arrow at the far right of the ribbon: It collapses & un-collapses the ribbon.
Double-clicking the header for a ribbon tab (like the word "Map" I alluded to above) will also collapse & un-collapse the ribbon.
What @EvanMyers1 is asking for (I believe) is a way to disable that double-click functionality, presumably because they keep accidentally doing it. I sometimes do the same thing by mistake, and always find it mildly tedious.
To my knowledge, it's not possible to disable that functionality, though.
Is there a legitimate reason to double-click anything on the ribbon? All the functionality I’m aware of on the ribbon is accomplished via a single-click.
The arrow in the far righthand corner disappears if you accidentally minimize the ribbon. Another way to make it reappear is use Control + F1.
Because this program is so slow I click a second time because I think it didn't register and then it collapses the ribbon.
@TomMagdaleno - sorry your user experience with ArcGIS Pro is slow. This is not normal nor expected behavior. I'm running ArcGIS Pro 3.3 on a Dell laptop with sufficient specs and it's fast. I would strongly recommend you contact Esri Support Services to see if they can troubleshoot your computer's slow behavior with ArcGIS Pro. In the meantime, this Esri Community document may assist you in troubleshooting performance.

To my knowledge, there is no way to lock the ribbon open. This may be worth contributing an ArcGIS Idea for this item as there is not one currently.
