I'm new to the ArcGIS Pro and currently doing a project on location optimization and allocation of EV charging stations. I'm attaching the error message along.

Hi @Navaneeth21, it sounds like there's a problem with the Network Dataset. Can you work through the steps in this support article? Error: The network dataset has no edge elements. It may be unbuilt (esri.com)

I'm trying to do a site location analysis to find new locations for a food bank in impoverished areas that have a lot of population. But I have been looking up through several videos and I tried Location-allocation but that uses points instead of polygons?

Does anyone have advice?

To use points, convert your impoverished areas polygons to a point feature class. The point feature class would represent the number of people in that area. Hope this helps!
