I am using ArcGIS Pro 3.0 and discovered that snap to guides and snap to other elements in a Layout did not work. The appropriate snap agents and snapping were enabled.
I saved the Project, exited AGP and opened the Project again and all settings worked as expected. I am not sure if this is a bug or user error.

Thanks for the additional info. I'm now able to reproduce you issue. Seems that snapping is getting disabled with the active tool change to the (Layout) Navigate. I will enter an internal issue.
You can get snapping to work again by turning snapping off and then back on after you make the (Layout) Select tool active.

I not aware of any existing snapping issue with ArcGIS 3.0. It appears that once you saved and reopened the project the issue went away. Perhaps this is an issue that only occurs on project initialization? Can you contact Esri Support? They are better equipped to handle troubleshooting steps and gather bug data. Thx. I am using a Personal Use license and was advised by Esri Canada tech support that the license does not include technical support and that I should post to this site.
Unfortunately, there is not much we can do if we cannot reproduce the issue. Thanks for the feedback.
FWIW. Happened again but I found a sequence that causes it. Snapping to Guides and Temporary Guides work fine until I use the Layout tab --> Navigate --> pan --> move the Layout page. When I select the Select by Rectangle tool again, select an element and reposition it, snapping to temporary guides fails but snapping to Guides work. I must Save --> Exit --> reopen the Project to get snapping to temporary guides to work again.

I am having the same issue, but what you are saying is not the case. My snapping is turned on and yet, in my layout, my text boxes and legend box will not snap to the guidelines. Closing, saving and reopening my map does not help.

I was able to reproduce the issue when I:
1. Changed the active tool to the Navigate
2. Changed the tool back to Select
Snapping was no longer working. If I toggled the snapping button at the bottom of the view, as I described above, I could get snapping to work.

Thanks for the response, Tom! I closed and opened just the layout a couple of times (not the entire project) and now it is working. Not sure what is going on, but seems to be only in this one project as it is working fine in others. I will definitely contact tech support if the issue persists.
