Layer keeps re-drawing and there is no way to stop it

Hi friends,
I have a layer that has the contour and the field name is FCode and I had to clip it from the orignal layer due to very large data cover our country in USA. So, when I clipped it to our extent area. I checked for it's symbology and had to remove the Zeros. The Attributes shows me it has 433,710. The legend shows it has four different Labels.
P.S. I forgot to add this. When it re-draws, the layer looks flicking a lot..
I had to cancel drawing or Paused it
What is the solution to force it to stop keeping drawing ? I have disabled caches for that layer
