Insert Chart in DETAIL section?

I'm trying to develop a report template in Pro that I can publish and then use with Experience Builder and the Near Me widget to replicate functionality I had originally developed with the Javascript API.

I have created a pie chart per the Help Document but when I go to insert it into the Detail Section of my report, the command remains greyed out. If I click on the report header, the chart is available for insertion. Why can't you insert a chart into the detail section? This makes no sense.

The report I'm designing uses ESRI's page per feature template
