In ESRI's Terrain Service, what is the World0 dataset?

When I load the Terrain server into a map, and inspect some random point, the list of Terrain Service data for that point includes a World0 dataset. The elevation value is always zero meters.

What is this dataset? What is its purpose?

It's dummy raster with 0 values used as background.

That was my assumption.

But when it's used as a DEM input for the Video Multiplexor tool, it returns non-zero elevation values.

Oddly enough, using the Terrain service with a definition query for World_0_M makes the Video Multiplexor tool work as intended - and it succeeds even for video geometry with horizon in the frame.

This seems totally backwards so I'm trying to understand what's going on.
