I can create a global scene but not a local scene.

I am using ArcGis Pro version 3.1.1 and I am trying to create a 3D map for a rift on Venus. I have made a global scene but whenever I try to convert to a local scene the screen is just blank. Another issue is that whenever I change the vertical exaggeration or anything else in the "Elevation Surface Layer" tab in the global scene, nothing happens. All of the data is on the same coordinate system. I attached a photo of the contents and coordinate system for the local scene that is blank. Any help is appreciated. Thank you!!!
