how to make a symbol maintain its size (when zooming)

Using ArcMap 10.3.1,  I'm trying to make the symbols for certain sites to be the same size no matter the range. I have a layer that is already like that, and I would love if my other layer would do the same.

You have 2 types of features displayed, points and polygons. Points will maintain their size, but polygons are a fixed diameter and will seem to get larger or smaller as you zoom in and out. Convert your polygons to points, and they will behave as your other point layer does.
