How to create lists of nicely structured data out-of-the-box boundary data with less structured polyon data?

If one has a company or organization that establishes regions that are made up of a combination of nicely structured data out-of-the-box boundary data, like data that includes names of US counties and cities, plus less out-of-the-box data, like a polygon area in region 1 that includes land east of State Route 20 and south of County Road 24 in County X, how can one approach handling the less out-of-the-box areas together with the more structured out-of-the-box areas to make map views?

I can easily create a spreadsheet that lists region number or name, US state(s) and and US counties and cities in each region.  But then are there approaches to list the parts of the regions that are polygons defined by boundaries described like land east of State Route 20 and south of County Road 24 in County X?

I had this question today watching the Spatial Data Science in ArcGIS presentation at UC 2024 and it relates to the material described at https://www.esriuk.com/en-gb/arcgis/spatial-analysis-data-science/capabilities/data-engineering part of the process to build raw data tables and data frames into accurate maps with meaning, starting with out of the box boundaries from structured and unstructured or less structured polygon data.
