How to compare and contrast 2 tessellation layers

I created two tessellations feature classes, using the H3 hexagons. I want to focus on the differences between the two as there are certain areas represented by the hexagons where the data is showing differences, particularly those that have the highest concentration of incidents recorded. 

I tried the overlay layers tool but nothing happened.
