How to bring back the cursor in Arcgispro?

I am unable to access the normal cursor (i.e., the hand sign) and whichever file I work with, shows me the magnifying glass symbol. How to bring back the original cursor?

Pro will keep some tool icons active such as Select by . .  or Rectangle Zoom In, etc. In these cases, hold down C on the keyboard to temporarily activate the Explore tool, otherwise click on Explore under the Map core tab to reset it as the active tool.

My curser is tuck on 'select'. Holding the 'C' down doesn't do anything, nor does activating the Explore tool. I even tried rebooting, and that didn't change it. I'm trying to select my Legend so I can edit it, but I can't do it. I tried Activating and closing Activation in Layout, but it doesn't work. In Map, it's stuck on the Pan tool, but I can not seem to get my cursor back.

...and I just tried rebooting my computer, and it's STILL stuck on the 'select' curser and I can't edit my legend...
