I'd like to make certain layers permanently unselectable. That way users are not selecting a layer that they do not wish to see the attributes without having to navigate through a list of layers that may be on top of each other. These unselectable layers are for visual purposes only.

I have created a custom basemap which does make it unselectable within a published map for end users.
Is there a way to the make layers unselectable within my own map project without having to publish? Within my personal project map, if I have a basemap they are still selectable.
For visual purposes?
right-click on a layer, select layer properties, select selection, toggle on the color for the selection to be 'no color'

Also found that you can change the option in Explore to selectable layers only. In combination with choosing what layers you want selectable this is exactly what I was looking for.
