Hillshade layer border appearing when zoomed out causing appearance issue

I have an appearance issue occurring when creating hillshade maps. When zoomed in the border of the underlying hillshade layer is the exact same as the overlying symbology bathymetry layer. However, when I zoom out the border of the underlying bathymetry layer appears and creates a grey border rather than a seamless border using the overlying symbology colours. I have attached an example of the appearance zoomed in and zoomed out. Does anyone know what's going on and how I can prevent this from happening?

I'm currently using ArcGIS Pro 3.0.0

The overlying symbology layer is float32 20% transparency and multiply, the layer was clipped to be the exact same extent/border as the underlying hillshade layer. 

The underlying hillshade layer was created using no edge effects tick box.
