Help with georeferencing NOAA chart

Hi all,

I need to georeference a bunch of hard copies of NOAA charts that have been marked as part of a research project. I took photos of the hard copies and uploaded them onto my project as rasters. I added 6+ control points by manually entering their coordinates and then ran a 2nd order polynomial transformation. The georeferencing is accurate enough (control points are pretty close), but the raster gets all stretched and does not actually match with the underlying base layer. I think it's a projection problem, but I still can't wrap my head around the theory of coordinate systems, projections etc. I thought I had set my map to match the chart for these parameters, but I might be wrong. The print on the NOAA chart says "Mercator Projection, scale 1:80,000 at Lat 44 14, North American Datum of 1983 (World Geodetic System 1984)". I'm so confused as to what I should set my map to in order for the two to match. Any help is appreciated, I hope my explanation makes sense!
