Help with Dimensions

We are using aligned annos and have a style with a callout and one without.  Our problem is the behavior when the anno portion of the dimension is moved.   We want to relocate the text if it overplots and using the Edit Vertices tool we can do that.  But Pro redraws the anno arrows in a way that doesn't make sense.

In this example, Pro placed the arrows facing in because the text (1’) wouldn’t fit.  That’s good.

But if the anno gets moved, then it draws the arrows facing out.  That’s bad.

Anyone have a setting or advice on how to fix/prevent this?
