Generate Definition Query on Selection Not Working in a Model

I have not been able to get Generate Definition Query on Selection to work in a model. I have tried MANY many times. It never works. In the snip below, the input 'County' layer has 13 records selected. When I run the geoprocessing tool outside of modelbuilder, the DQ is created. When I run it within a model it is not, despite being informed it has succeeded. Is this 'as designed' or am I doing something wrong? I would appreciate any assistance anyone may be able to provide.

I have tested this and got the same experience as you. It might be worth reaching out to your distributor via a support case as this could be a defect.

What settings have you set in the tool? 

When selecting the data do you draw a box or use a select by attribute?

Thanks. I've been using Select By Attribute. Works beautifully outside model workspace, is completely ignored within it.

BTW, I had made a tool that did the same thing 'Generate Definition Query from Selection' does and I had the same problem. I assumed it was an issue with the custom tool, but it looks like there may be a problem with the output parameter in select layer by attributes.
