Failed to Open Project Package v3.1.0

I have been attempting to package a project. The project packages fine although takes a while (The packaged file is around 20 GB once it has finished) however if I try to open the project package in ArcGIS Pro from file explorer it takes me to the home screen in Pro and doesn't actually open anything. Then if I try to open the project file by clicking on Open another project I get this error:
I have seen that this problem was solved for others by updating the directory where the files are unpacked to and by checking if the folder is read-only. I do not think either of these is the issue as I can package other projects and open them with no issues when saved in the same folder I am saving this project to.
