I have two layers. Layer of points with an ID.  Layer below contains polygons (buffers) with many if not most of the polygons overlapping.

The challenge we have is to have each point collect the ID of all the polygons below (which may be several). Can determine if its a tool or if I have some more complicated steps ahead

Spatial Join (Analysis)—ArcGIS Pro | Documentation with the one to many will replicate your points for that location.  However, if you switch the order of the join you can query the polygon layer and export the join table to "relate" it back with the point layer.

I can't remember if "Intersect" will retain all the polygon information or just the first polygon it interects with.

In any event, you haven't indicated what tools you have tried and ruled out in these tools

How do you plan to store those IDs (As multiple records or as a single field value) ?

Check if Spatial Join (One to Many) resolves your problem.
