I can't believe I'm having trouble with something so simple, but my maps will not export as vectors, no matter the settings I try.
I am using simple shapefiles and have tried "export map" as EPS, SVG, and PDF file types with "output as image" unchecked. When I open the files in Illustrator, there is only one layer: an image layer.
I have only one layer turned on in ArcGIS, and there is no transparency.

Still no resolution. It must be a bug. The software is useless for me if I can't export vectors. I can't even download older versions of ArcGIS, only 3.2.0, because of how Esri controls organizational downloads.
I'm also trying to achieve this. For high quality publications, I need to share / export a map in vector format. This worked well in ArcMap. I usually used the EMF format that works well with Microsoft Office.
