Error 001659 when Creating Project Template containing Python Toolbox (.pyt)

I am getting Error 001659: Consolidating toolbox when trying to create a Project Template that contains a Python Toolbox (.pyt).

When I run Analyze Tools For Pro
No problems are found.
One thing I noted is even though I added the .pyt to the project toolbox, it is still calling to the original location of the .pyt
Moving a copy of the .pyt to the project folder did not change any results.
I am also not sure how to turn on the option to Store tool with relative path.
