Elevation surfaces

If I define the elevation surface for shapefiles they do not drape over the ground.
I've set Features are on the Ground in the shapefile properties and the surface is a
2m pixel DEM.
ArcScene does not show any problem in draping over surface.
Does anyone experience the same problem?
