Editing Dimension Feature Class Scale & Text Style

I'm creating dam cross-sections within arcgis pro with polygons and line features. I'm trying to create a dimension feature class to show dimensions of the existing dikes constructed at the dam and proposed future expansions. 

When I create dimensions the units displayed look great but they show up much too large within my map. I've tried looking up how to create my own style with smaller text, different line symbols etc. but haven't found any information on that level of customization. 

Does anyone know if this is possible?

Is it possibly the reference scale?   Reference scale is specified during Create Features class.  See step 10 in this help topic  https://pro.arcgis.com/en/pro-app/latest/help/data/dimensions/create-a-dimension-feature-class.htm

One additional note, Reference Scale cannot be updated for an existing feature class. So, if it is Reference Scale, you will need to create a new feature class.
